strutsでhtml:multiboxを使った時に
Cannot find bean under name org.apache.struts.taglib.html.BEANのエラーが発生する。

原因はFormタグをstrutsのタグライブラリーで記述していなかった為
strutsのタグライブラリーでFormタグを記述する事により解決しました。
